* Defined in terms of sustainable benefit for the target groups
* There should only be one specific objective - The Action Justification
- Relevance of the project to the objective/priorities of the programme
- Identification of perceived needs and constraints. Who is the project aimed at, who are the ultimate beneficiaries
- Description of target groups
- Reasons for the selection of the target groups - The Action Activities
- Step by step tasks, eg Activity 1,2,3 etc
- Include a title and detailed description of each activity
- Provide narrative detail
- Who, what, where, when of each activity
- Cross-cutting issues
- Correspond to plan of action
