PNG IPA

During the period 19 – 25 February 2010 a series of meetings were held with the executive, teaching and curriculum staff of the PNG Institute of Public Administration (IPA), and with the Public Sector Workforce Reform Unit (PSWRU) to ascertain the suitability and capability of the IPA to deliver competency based short courses to meet the demands of the SDLLGP. 

Course delivery:

Traditionally, IPA delivered long term lecture based courses according to an annual timetable which was published throughout the public service.  These courses ranged from Public Service Induction to diploma in public administration.  PNG government agencies bid for the limited number of places on the courses, and staff selected for training attended IPA for periods of up to one year living in the IPA accommodation if necessary.  This was a supply driven model of service delivery.

 

IPA is in the process of moving to a demand based model of service delivery, where large courses are broken down into units of competence (competency based training) and courses are delivered as a series of discrete modules according to demand. 

A training needs assessment of DPLGA is being undertaken by an International Advisor, Mr Ben Goodman, and if feasible training needs will be linked with competence based training provided by IPA.

DPLGA Newsflash

DPLGA was well represented at the Provincial Administrators meeting in Lae, 23-26th February 2010, where the Prime Minister outlined the Papua New Guinea Vision 2050 to the provinces. SDLLGP Project Manager, Mr. Gevo Mabone attended along with the Local Government Advisory Services Division Director, Mr. Simon Kunai and Deputy Director, Mr. Joe Warus.
